Information and Recommendations for Principals and Administrative Units When Creating Required STEPS Plans

In March of 2025, the Board of Regents adopted permanent regulations to implement Education Law 3012-e, which requires that all districts create a STEPS plan as a successor to APPR (3012-d) for the purpose of evaluating principals (no other administrative titles) and teachers. To assist our members, SAANYS has created two resources to help with the creation of a STEPS plan.  


While districts and BOCES have until 2032 to submit their negotiated STEPS plan to SED, SAANYS is aware that some districts and BOCES have begun the process already. Therefore, to assist our members, SAANYS has created two resources to help with the creation of a STEPS plan. The first resource is a one-page, informational document intended to highlight the key points of the new law.

The second resource is a pamphlet that delves deeper into the requirements of the new law, providing analysis of what is required, as well as recommendations and questions to consider when creating this plan with your district. This resource is geared toward unit presidents and any principals or other administrators who will be negotiating the creation of the STEPS plans with their districts.
