Academic Intervention Services in 2013-14

At the July 2013 meeting of the Board of Regents a discussion item was presented to provide school districts regulatory flexibility for the provision of Academic Intervention Services (AIS).  The item was developed based on the expectation that there would be a decrease in the percentage of students who demonstrate the knowledge and skills necessary to meet grade-level Common Core Learning Standards.

The Board of Regents directed that the department develop proposed amendments to Commissioner’s Regulations to be considered by the board at its next meeting on September 16 and 17, 2013.

The flexibility may include:

• Continue the current AIS model for certain groups of students.

• Move to or expand on a Response to Intervention (RTI) model.

• Establish a blended approach of AIS and RTI, as determined by a school district.

• Adjustments in the eligibility criteria for districts providing services to students.

It should be noted that the flexibility to be considered by the Board of Regents at the September meeting will not impact school district responsibilities to provide compensatory education services to eligible students as required by Title 1.
