NYSCATE and SAANYS Online Course: Creating a Culture of Privacy in the age of Ed Law 2-d

Since 2013, over 130 new student privacy laws have passed in 41 states, with more bills and regulations being rolled out each year that include many new requirements for educators and administrators to implement. Some state laws include the threat of jail or large fines when school staff even unintentionally violate student privacy.

This massive shift in the legal landscape, including the introduction of New York’s Education Law 2-d and Part 121 regulations, makes it hard for schools and districts to keep up. This isn’t only a legal problem. As technology changes and the amount of information schools collect and maintain increases, ensuring that new educators and administrators come into their schools with the skills needed to adequately protect student privacy in their day-to-day work is extremely challenging. Districts, edtech service providers, and other stakeholders still have many unanswered questions around student privacy rules. We will cover the history of student privacy laws and regulations, requirements for schools and companies.

Participants will learn the essentials for creating a culture of privacy, review the policies, training and communications around privacy that already exist in your learning environment, and plan next steps to educate all stakeholders on their role in protecting student privacy. This is part of a program initiated by the Future of Privacy Forum (FPF), a Washington, DC-based think tank that seeks to advance responsible data practices. The forum is led by Internet privacy experts and includes an advisory board comprised of leading figures from industry, academia, law, and advocacy groups. For more information, visit www.fpf.org. Program Objectives:

1. Knowledge: Expand and deepen your privacy and security knowledge.

2. Network: Establish ongoing relationships with a close cohort of privacy invested professionals.

3. Training: Acquire resources and information to support the development of a culture of privacy in your schools.


The course will be run using both synchronous and asynchronous technologies. The synchronous schedule (as outlined below) will be held using Zoom. After the two-hour session on July 22, the subsequent sessions will run for 90-minutes and program resources and activities will be distributed using Schoology. It is estimated the asynchronous readings/activities between sessions will take approximately 30 minutes. CTLE = 12 hours.
